The Inha Center for International Studies held an academic conference on April 28, 2026, at the INHA Creative Space in the Inha University 60th Anniversary Hall under the theme, “Overseas Koreans Residing in Korea: Changing Boundaries and New Policy Challenges.” The conference was organized to comprehensively examine changes in the policy environment and major issues surrounding overseas Koreans residing in Korea, while exploring future policy directions.
The event consisted of three sessions. Session 1, titled “Policies and Perceptions of Overseas Koreans Residing in Korea,” was moderated by Professor Byungsam Ahn of Sahmyook University. During the session, Representative Yongpil Kim of Dongpo World Newspaper presented “The Policy Implications and Limitations of Integrating Overseas Korean Visa Status (F-4),” while Research Fellow Mini Yoo of the Korea Immigration Service Foundation presented “The Formation of Concentrated Residential Areas of Overseas Koreans and Interactions among Residents.” Following the presentations, Professor Chunsu Kim of Daegu Catholic University and Director Sejin Kim of the Overseas Koreans Stay Integration Division at the Korea Immigration Service participated as discussants and engaged in in-depth discussions on the topics presented.
Session 2, titled “Current Conditions and Issues of Overseas Koreans Residing in Korea,” was moderated by Professor Youngho Song of Hanyang University. During the session, Research Professor Mihwa Park of the Global Multicultural Research Institute at Hanyang University presented “Current Issues and Challenges Facing Overseas Koreans by Generation: Focusing on Younger and Elderly Generations,” while Senior Research Fellow Changwon Lee of the Korea Immigration Service Foundation presented “Labor Market Participation of Korean Chinese and the Effects of the Ethnic Economy.” Discussants Dongchan Park, Director of the Border People’s Voice Institute, and Professor Woo Park of Hansung University participated in the discussion, providing critical analysis and policy implications regarding the presentations.
The final comprehensive discussion session was moderated by Director Jinyoung Lee of the Inha Center for International Studies. Changwon Lee, Director of the Settlement Support Division for Returning Overseas Koreans at the Overseas Koreans Agency, Professor Byungsam Ahn of Sahmyook University, and Professor Youngho Song of Hanyang University participated as discussants and exchanged comprehensive views on “The Transformation and Future Directions of Policies for Overseas Koreans Residing in Korea.”
This academic conference brought together a wide range of researchers and practitioners to examine policies related to overseas Koreans residing in Korea from multiple perspectives, while deepening academic and policy discussions on how to respond to the changing policy environment. In this regard, the conference was meaningful in that it enhanced understanding of the future directions and challenges of overseas Korean policies and helped establish a foundation for developing more effective policy measures in the future.
The event was jointly organized by the Inha Center for International Studies and the K-Academic Expansion Research Center, with support from the Academy of Korean Studies.
