• Bolstering the Alliance for a Trilateralism-Based Security Strategy for South Korea in Times of U...

  논문 초록   As the strategic competition between the United States and China intensifies, South Korea is facing growing pressure to chart an optimal diplomatic strategy to navigate the convoluted geopolitics and foster lasting peace on the Korean Peninsula and beyond. At this crucial juncture, this study examines multi-faceted, capacity-building measures for peace aimed at precluding Sino–US friction in the East and South China Seas from spilling over into the Korean Peninsula. This article presents a road map to stimulate and reinvigorate security cooperation among South Korea, the United States, and Japan and economic cooperation among South Korea, China, and Japan in a virtuous cycle, and by extension to craft a dialogue channel among South Korea, the United States, and China. It also puts forward a three-stage program for the evolution of the South Korea–US alliance whereby South Korea secures flexibility in its approach to China based on the robust trust of the alliance. This is to enable South Korea to assume a key role in connecting the three trilateral cooperation channels with the development of the Seoul–Washington alliance being a key driver to expand Seoul's diplomatic capacity. In the end, this study envisions a foreign policy model for South Korea that would allow the middle-power country to punch above its weight by expanding the framework of cooperative security. • Arms Control Dialogue or Gray Zone Talks? Pitfalls of the Discourses of Denuclearization of the K...

  논문 초록   What makes the schemes to address Pyongyang's nuclear program so ineffective? Aside from conventional explanations, two gray zone discourses are at play. First, the gray zone discourse of denuclearization of the Korean Peninsula has been viable since 1991. Second, another gray zone discourse of nuclear arms control with North Korea has been gathering pace recently. Gray zone discourses blur the line between North Korea and the United States regarding who should be a targeted state. How are gray zone discourses at play in the long process of negotiations and talks? Who is the most likely to win if these gray zone discourses remain intact? These blurred discourses also help North Korea become a recognized nuclear power and a normal state in an international arena. Leaving the distorted mechanism unchecked can encourage a gray zone perpetrator to seize the initiative of tackling nuclear issues, allowing North Korea to achieve a final goal of nuclearization. • 성차별주의(sexism) 중심의 2021년 서울시장 보궐선거 분석 (구본상·최준영·김준석)

    논문  초록   본 연구는 2021년 4월에 치러진 서울시장 보궐선거를 대상으로 성차별적 인식 수준이 성추행 논란을 통해 보궐선거 원인을 제공한 전임 서울시장의 시정운영 평가 및 보궐선거 후보 선택에서 유의한 차이를 만드는지 설문조사 결과를 사용하여 경험적으로 검증하였다. 이를 위해 현대적 성차별주의(MS), 적대적 성차별주의(HS), 그리고 온정적 성차별주의(BS) 수준을 측정한 변수를 분석에 사용하였다. 그 결과 보궐선거라는 특수한 맥락까지 고려하였음에도 성차별주의가 유권자의 후보 선택은 물론 단체장의 시정운영 평가를 설명할 수 있는 변수라는 점을 확인하였다. 우선 현대적 성차별주의 시각은 보수 야당을 더 성차별적이라고 보는 기존 정당 인식과 연계되어 있고, 적대적 성차별주의 수준이 높은 유권자는 여성 후보 선택에는 부정적이며, 여당 소속 여성 후보에 대한 지지는 세 개의 성차별주의 가운데 온정적 성차별주의에 기반을 두고 있었다. 또한, 현대적 성차별주의는 진보층이 박원순 시장의 시정을 덜 부정적으로 평가하는 것에 약하게나마 일조하며, 박원순 전 시장의 시정운영을 평가할 때 성차별주의는 이념 성향과 연계되어 나타나는데, 그 연결 강도는 적대적 성차별주의에서 가장 강한 것으로 나타났다. 이처럼 성차별주의는 이념 성향(정책 태도)과 연계될 때 시정운영 평가에 뚜렷한 차이를 만들어낼 수 있음이 드러났고, 이는 정치적 양극화가 심화하고 있는 한국의 정치 현실에 중요한 함의를 제공한다.   원문은 아래 링크<연세대학교 동서문제연구원>에서 확인 가능합니다. https://iews.or.kr/index.php?page=view&idx=1409&pg=1&hCode=BOARD&bo_idx=13&sfl=&stx=
